国信招标集团股份有限公司受中国石油天然气集团公司管材研究所的委托，对中国石油高压输气管线止裂器的选型和设计外委项目（招标编号：GXTC-1357008）进行国际公开招标，现诚邀合格投标人参加投标。
1、招标项目名称：
中国石油高压输气管线止裂器的选型和设计外委项目。
2、项目概况：
主要针对X100 Ф1219×14.8mm、12MPa输气管线，进行整体止裂器、钢套筒止裂器和复合材料止裂器的选型和设计研究工作。
3、招标范围：
本项目通过招标选择一家研究机构，为招标人开展高压输气管道止裂器的设计与选型研究工作。研究成果包括获得优选的止裂器类型（通过比对止裂效果、服役寿命、安装过程和风险因素），优选的止裂器设计方案，得到针对X100管线的止裂器设计导则，及给出优选止裂器的制造、安装和检测规范。
4、投标人资格要求（本项目对投标人资格审查采用资格后审方式）：
（1）投标人必须具备独立进行高压输气管道止裂器设计与研究的能力，具有止裂器选型和设计研究工作相关的设施及人员；
（2）投标人必须进行过止裂器气体爆破验证试验和断裂过程模拟，具备高压输气管道止裂器相关研究的经验；
（3）本次招标不接受联合体的投标。
5、投标报名：
（1）凡有意参加投标者，请于2013年6月9日至2013 年6月18日，每日上午8：30至11:30 时，下午13:30至16:30 时（北京时间，法定节假日除外）进行报名。报名方式：国信招标集团股份有限公司陕西分公司（陕西省西安市雁塔区崇业路23号丰泰大厦8层）现场报名或远程填写报名登记表进行报名；
（2）招标文件购买时间在投标人报名后另行通知，招标文件每套售价5000元人民币，售后不退；
（3）购买招标文件时，请提供企业名称、联系人、联系电话、传真、邮编、移动电话等有效信息。
6、投标文件的递交：
（1）投标文件递交的截止时间（投标截止时间，下同）和地点将在招标文件中发布；
（2）逾期送达的或者未送达指定地点的投标文件，招标人不予受理；
（3）本项目在投标文件递交截止的同一时间和地点举行开标仪式，请投标人授权代表参加。
7、开标时间及地点：

8、发布公告的媒介：

Guoxin Tendering Group Co.,Ltd entrusted by CNPC Tubular Goods Research Institute , invites sealed bids from eligible suppliers home and abroad for the supply of the following service by way of International Competitive Bidding and traditional bidding.
1.Name of Tendering Project:
A study on the crack arrester type choice and crack arrester design for high pressure gas pipelines of CNPC
2.Project Introduction:
Present project focuses on the crack arrester application study for X100 Ф1219×14.8mm、12MPa rich gas pipeline. By the comparison of integral arresters, steel sleeve arrester and composite reinforced arrester, favorite crack arrester type and corresponding design guideline should be achieved.
3.Tendering Scope
Final achievements should include: (1)Identification of the most suitable arrester type in regard to arrest effects, service life, installation procedure, cost and potential risk.(2)Arrest design guideline for X100 pipeline, especially for X100 Ф1219×14.8mm、12MPa rich gas pipeline. (3)Specifications of arrester production, installation and inspection.

4.Qualified bidder qualifications(The project on the qualification of bidders uses post qualification mode)
(1) The bidder must have the ability to carry on the crack arrester study for the high pressure gas pipeline independently,and have the interrelated research facilities and qualified researchers.
(2) The bidder must have carried on crack arrester gas blasting test and fracture process simulation. Bidder must have interrelated crack arrester research experiences .
(3)This tender Project does not accept joint bidding.
5.The bidding Registration
1)Time of Registration:8:30-11:30a.m，13：30-16：30p.m. (Beijing Time), everyday from June 9 to June18, 2013.

2)Price of Tenderer Documents: RMB5000.00 yuan.The money will not be returned once The bidding documents is sold.
Time of purchasing Tenderer Documents will be further noticed.
3)To purchase the Tenderer documents, the bidder should provide the name of the enterprise, contacts name, fax, zip code, mobile phones and other useful information.
6.Submission of bids
1)The Deadline and Place for Submitting Bids will be published in the Tenderer documents.
2)All bids submitted overdue or in the wrong place will be not accepted.
3)All bids will be opended in the same time and place with Submission of bids.Please The bidder authorize the representative to join the opening meeting.
7.The Time and Place of Bid Opening will be published in the Tenderer documents.
